Hi,

You have Base Unit of Measure 'TO'  and can keep Unit of issue as "KGS" in Plant data/storage-1 view in material master and save( MM02).

Now receive material with Unit of Measure as TO in Central storage location(MIGO)  and Issue goods material with Unit of Measure "KGS" with t.code:MB1B to respective other storage locations.
