VAR: Solman Basic Configuration Step 1, Cannot Create Solution

Hello Solman gurus,

In Solution Manager 7.1 SP10, after activation of VAR scenario, we were having problem with the Solution which was created before, in step 1 of Basic Config. Now when trying to create the Solution in this step, we are having the following error:

Data separation active, but no business partner

Did anybody here faced the same problem,as the SAP Notes does not seem to address this issue, as I could see.
