Actually, I just noticed that it is 'valid from' that you want to substitute. Then, I'm not surprised that system wouldn't go to user-exit. As I mentioned, this field is not substitutable. I guess, you switched exclude flag for ANLZ-ADATU in GB01, right? Unfortunately, this action only makes the field available for substitution creation, but does not secure that it will work
