Strategy 52 does not make use of a planning material. I believe you are thinking about strategy 63, Strategy 63 allows you to have multiple FGs materials in multiple plants all consume forecasts against a single planning material/plant.
In the scenario you outlined, it sounds like the amount of time it takes to actually make Finished goods available in the two plants is different (in one plant, you only have to issue the components of the FGS and then assemble; but in the other plant, you have to issue the components of the FGs; assemble; and then transport the assembled FGs to the DC). If you are using Sales order availability checking (this is common), be aware that the FGs ATP in the DC does not recognize this transit time.
Also, if you wish to ensure that components are always available in time, you must set the Inhouse production time of the Planning material to be sufficient to cover the longest inhouse production time of the FGs PLUS the transit time to the DC.
